The Fremont Arts Council was founded back in 1979 with the belief that art establishes a bond between people and their neighborhood. Ten years later brilliant, young Barbara Luecke and Peter Toms came to Seattle seeking fertile ground to start a parade based on their parade experiences in Santa Barbara. They chose the Fremont Arts Council and we will never be the same!
