This year’s theme is Past, Present, and Future!


Past: Barbara Luecke & Peter Toms (co-founders of the Fremont Solstice Parade)

Bio: Barbara Luecke has been spending her disposable time in Fremont for over 30 years. In 1989, Barb and pal and colleague Peter Toms founded the Fremont Solstice Parade, with the intent that the community produced celebration of life and art would help people feel more alive. Since then, Luecke has been involved in several hundred public art events and projects throughout the region which includes serving as Project Coordinator for The Fremont Troll. All the projects she is involved with are based on the belief that art helps build stronger neighborhoods through shared purpose and pride of place. After working with 4Culture as a Public Art Project Coordinator for many years, Barb has led Sound Transit’s art program for over a decade, creating artist-made landmarks for dozens of train stations.

Bio: Peter Toms is a Seattle artist and musician who played a leading role in the Fremont Arts Council from 1989 to 2015. In 1989, he co-founded the Fremont Solstice Parade, and also the Winter Solstice Feast. In 1991, he co-founded the May Day Spring Dance with his mentor Dave McKay. He secured, along with Barbara Luecke, the building known as the FAC Powerhouse in 1993, and led the renovation project for the building in 1994. He founded the Luminata Lantern Parade in 2000. He served as a FAC board member from 1995 and as board president from 2012 to 2015.

Today he continues to participate with the FAC as an artist, parade float builder, and Solstice Parade MC. He believes that everyone can make art, and that making art together builds community. Many hands make small work – it’s a lot more fun to work together.

Present: Susan Harper

Bio: Harper has been an active artist in FAC since 1992 and has been in most of the Solstice Parades since the beginning. In fact, when she first moved to Seattle, the Parade was her first quintessential Seattle experience and she was hooked. She was on the board for 4 years and served two years as President (2016/2017). For the past five years, she and her partner David Roman have been MCing the Stoneway Stage during the FSP. The Harper Conspiracy, her band, and has performed for countless FAC events including the Parade. Her love of community is at the heart of her music and art.

Future: Scarlet Parke

Bio: Equal parts singer, songwriter, business owner, and boss, Scarlet Parke is a lighthouse for dreamers. Driven by an inexorable force to create, persevere, and grow through her trauma, Scarlet’s music will make you feel every feeling. She leaves no topic unturned and brings you into her world as a best friend and secret keeper. Outside of music, Scarlet is a rampant advocate for local artists and empowering their success via her company, Parke Ave. Parke Ave is a networking app that focuses on curating opportunities for local/unsigned artists via events, playlists, and local business partnerships.
